Recently, the Company’s Guyuan Dongxinying 199.5 MW Wind Power CDM project received the notice from EB that it had been successfully registered with EB on September 15. As the Company’s biggest wind power concession project so far, the successful registration will further promote the Company’s profit growth, and make CDM work become the second income channel of the Company’s new energy business.

Wind power concession projects in China have some birth defects, for example, gross investments of such projects are relatively small, and the block pricing model of electricity tariff approval is not accepted by EB. Besides, questions raised by EB, such as the question of “district maximum electricity price”, add to the difficulties faced by wind power companies in the CDM registration process of their wind power concession projects. Relevant departments carried out on-the-spot examination on Dongxinying CDM project on December 22, 2008. In face of such challenging situation, the CDM team of the Company learned lessons from of domestic projects that had failed to be registered with EB, did in-depth research to EB new rules, grasped policy trend through various channels, made multi-level communications with DOE actively, made in-time adjustments to the pace of the projects, and pushed DOE to improve efficiency under harsh international situation. Thanks to the team’s efforts, Dongxinying CDM project was successfully registered with EB finally.
The successful registration of Guyuan Dongxinying 199.5 MW Wind Power CDM project, the biggest CDM project of the Company so far, marks the perfect ending of the Company’s CDM registration work this year. Up till now, 10 CDM projects of the Company have been successfully registered with CDM EB this year, and the Company’s registration and CERs issuance work have kept 100% success rate throughout the year.
